Personnel policy is given special consideration at the refinery in order to efficiently manage, develop, and establish a competent and cohesive team united by shared corporate values. The Ural Refinery employs 1445 people, with young people under 30 constituting one-third of the workforce. Everyone else at the plant has a higher education level. Refinery workers have an average age of 30. The level of qualification of its personnel, who are able to respond to changing market requirements in a timely manner in order to meet the enterprise’s established strategic goals and objectives, accounts for a large part of Ural Refinery activity’s success. As a result, one of the top priorities is employee selection.
Ural Refinery implemented competitive personnel selection rules, which provide a transparent system for personnel search, selection, and adaptation in order to achieve an optimal balance of personnel renewal and preservation in accordance with the refinery’s needs. Applicants must go through testing, an interview in a structural unit, and a panel interview with the refinery competition committee. The recruiting process is computerized and uses the “Electronic Recruiting” information system to ensure transparency in the movement of candidates’ resumes at all stages of selection.
Ural Refinery has developed an adaptation program to assist employed workers in adapting to the labor collective, accepting established relationship norms, and mastering the system of professional knowledge and abilities. A personnel reserve, as well as an internship, training, and certification system, has been established to replace managers, specialists, and shift leaders. The personnel reserve is constantly updated.
Employees are trained, retrained, and advanced trained as part of the organization’s human development program. Appropriate conditions have been created for the implementation of the personnel development program: classrooms for theoretical training are available in all of the plant’s workshops/complexes, the training center is actively involved in the training process, and it is equipped with new equipment, modern teaching aids, multimedia training complexes for technological processes, and computer training complexes.
The refinery recognizes that new employees who are replacing veterans will be responsible for the company’s future success as well as the preservation of industrial and human traditions. As a result, there is a strong emphasis on recruiting young specialists, university and college graduates who can quickly adapt to new technologies and learn new information. Young specialists account for more than one-third of all new hires each year. When a young expert is hired for a job, he or she is paired with a mentor who is a highly skilled worker who has undergone specialized training at the plant. The “Oil Refiners Initiation” ceremony is held each year to familiarize young specialists with the corporate spirit of the company.
